Two studies by the economic analysis firm Asterès, commissioned by Cigref — the association of large French companies and public institutions — attempt to put a figure on something that usually stays an impression: what it costs Europe to depend on American cloud and software.

The numbers are large, and worth looking at closely. Not least because, as we shall see, they are not all of the same kind.

Summary

This inaugural report analyses the state of digital sovereignty in the Italian Public Administration, focusing on dependence on foreign email providers.

Key findings

The analysis is based on data collected by MxMap.it on the email domains of the Italian PA registered in the Index of Public Administrations (IndicePA).

Sovereignty of email providers

The analysis classifies each body according to the legal sovereignty of the provider that manages its email — that is, under which jurisdiction (Italian, European or non-EU) the communications data falls. The data reveals a significant dependence on providers subject to non-EU jurisdiction.

The beta of the Observatory and of MxMap is online

The National Digital Sovereignty Observatory is online in beta: both the initiative’s website (this one) and the technical software that produces the data, MxMap.it.

What is online

The Observatory website — reports, analysis by category of body, sections dedicated to decision-makers, stakeholders, journalists, researchers and citizens, downloadable documents and open data.
The MxMap software — the open source pipeline that analyses the DNS records of the Italian PA domains to identify the email provider and its jurisdiction.

The published data is preliminary: the first official measurement, from which continuous monitoring will start, is still being consolidated. This is why the project is marked as beta.
