State of Digital Sovereignty in the PA - June 2026 (DRAFT)

Summary

This inaugural report analyses the state of digital sovereignty in the Italian Public Administration, focusing on dependence on foreign email providers.

Key findings

The analysis is based on data collected by MxMap.it on the email domains of the Italian PA registered in the Index of Public Administrations (IndicePA).

Sovereignty of email providers

The analysis classifies each body according to the legal sovereignty of the provider that manages its email — that is, under which jurisdiction (Italian, European or non-EU) the communications data falls. The data reveals a significant dependence on providers subject to non-EU jurisdiction.

Methodology

Starting from the DNS records of the Italian PA domains, for each body the email provider and the jurisdiction to which it is subject are identified. The report measures the legal sovereignty of the services. For more details, see the Methodology section.

Conclusions

The report highlights the need for continuous monitoring and active policies to promote the adoption of email solutions under Italian and European jurisdiction.
